    Devon smith - lead pastor

    Having been called into the ministry at an early age, Devon has been faithful to that calling since High School. He has started two churches, one in Cedar Rapids, IA and the other in Albuquerque, NM.  He was a Youth Pastor in Sedona, AZ and the Senior Pastor of a church in the Dallas, TX area.


    Devon graduated with a Bachelor’s degree from Oklahoma Wesleyan University (B.A), earned his Masters of Divinity (M.Div) degree from Wesley Biblical Seminary in Jackson, MS and received his Doctorate of Ministry (D.Min) from Asbury Theological Seminary in Wilmore, Kentucky .  


    Devon was at Oklahoma Wesleyan University (OKWU) in Bartlesville, OK for nine years.  During that time, he served as the Dean of Online Learning and the Director of the Master’s program in Apologetics.  He was also the Director of the Josh McDowell Institute.  While at OKWU, Devon designed and taught many classes both the Bachelor’s and Master’s Degree program’s and even thought he is the Sr. Pastor at FCC, Devon still teaches online and directs the CROSS Training program at OKWU.


    Devon has been married to Annette for 23 years and together they have two boys, Micah (19) and Levi (17). Both Micah and Levi are attending OKWU.

    Favorite Bible Character

    That would have to be Moses. He spent time with God. In fact, the Bible says that Moses talked to God face to face and lived to tell about it! He raised up a leader (Joshua) and led Israel through a very difficult time in their history and all the while remaining humble and faithful to God.


    Favorite thing to do in Tucson

    Devon just moved to Tucson in July, but so far he has enjoyed all of the hiking and running trails in the area. There is so much to do outside! Devon just finished running his 9thmarathon at the Tucson Marathon in December 2018.

  • Associate/Youth Pastor

    Chris Hendrickson

    Chris was born and raised in Phoenix, AZ, and it was through growing up in church and what he learned from his parents that taught him to love and trust God. From a very early age, Chris decided that he was going to serve God for the rest of his life. 

    After graduating high school in Phoenix, Chris attended Northern Arizona University (NAU) in Flagstaff, AZ, where he earned a B.S. in Exercise Science. While at NAU,, he had an opportunity to the lead the campus chapter of Campus Crusade for Christ (now CRU). NAU is also where he met his wife, Andrea. 

    After graduating from NAU, Chris and Andrea moved to Tucson, and Chris began his job as a surveyor in a copper mine. It was Andrea who introduced Chris to her home church, Foothills Community Church, and it was at FCC where Chris would answer the call to ministry. In 2011, Chris began the process of ordination in The Wesleyan Church. Chris has served in several capacities at FCC, including the youth ministry, playing on the worship team, and serving anywhere he is needed. 

    Chris completed the academic requirements for ordination from Oklahoma Wesleyan University's Online CROSS Training program and was ordained in 2015. In 2016, he began a Master of Arts in Ministry with an emphasis in leadership at Wesley Seminary at Indiana Wesleyan University. During this time he stepped down as youth pastor to participate in a six-month internship at Christian Faith Fellowship. After the six months were over, he was asked to stay on as the Administrative Pastor.

    Not long after graduating from IWU in August 2018, Chris felt God calling him to return back to Foothills Community Church. After many conversations with the pastors at both churches, he answered the call to come back and serve as the associate pastor. 

    Favorite Bible Character

    One of Chris's favorite characters in the Bible is Timothy because Timothy was the ultimate supporting character. His faith and reputation was well known by those in and around his town before he ever started ministering (Acts 16). While life was not always easy for Timothy, his faith and trust in God stood strong. 

    Favorite thing to do in Tucson

    Chris enjoys lifting weights, playing musical instruments (drums, piano, guitar), and hanging out with Andrea and their two dogs (Mali and Mystique). Chris also enjoys coaching track and field and visiting the farmers market to get locally roasted coffee.

    Jake phillips

    Jake Phillips, 28, married to wife Andrada for 3 years, two sons, Maxwell and Benson. 

    Jake was born in Louisiana, but since his dad was in the Air Force, he claims Tucson and North Carolina (Bear Creek, NC and Greensboro, NC) as home. Jake holds a Bachelor's of Music Education and plays several instruments, primarily trumpet and guitar these days. Plays trumpet professionally, having done so in a professional jazz band, a cruise ship, and many pit orchestras for musicals. Has played various music in church since high school (trumpet, guitar, piano, drums, vocals).

    Jake has been attending Foothills for approximately 3 years since Legacy and Foothills Church merged together. Jake also leads a LiFE Group.

    Favorite Bible Character

    David - like many Biblical figures, he was a flawed man who served God anyway and had a hand in the lineage of Christ, despite his mistakes.

    Favorite thing to do in Tucson

    While he doesn't get to do it often enough, Jake enjoys spending time outside golfing, hiking, and shooting. 

  • Children's Ministry Directors

    Steven and Vanessa, along with Cynthia Jenkins lead our Children's Ministry. Steven and Vanessa met in 1996, where Vanessa asked Steven to switch her bottom locker for his top locker. Upon declining, Steven says he was placed on the 6 year silent treatment plan! They then went through high school together, but went their separate ways, reconnecting in 2008. In 2012, Steven and Vanessa began dating, got married 4 years later, and have three wonderful children- Austin, Cory, and Haylei.

    Both Steven and Vanessa would say their spiritual journey has taken difficult turns. 

    Steven, the grandson of a faithful minister, grew up attending church in the Tacoma, Washington area. When his family moved to Tucson, they stopped faithfully attending church. It was when Steven found himself begging for God's help that his life began to turn around. 

    Vanessa grew up attending a Catholic Church in Marana, AZ. When her family stopped attending church, she found herself without a church to attend. While she was a senior, Vanessa and her sister were invited to attend a church, where they found themselves for the next four years. Eventually, the church's doors closed and Vanessa found herself at the end of her rope after a series of poor choices. 

    It was in their poor choices that Steven and Vanessa found God. They reconnected, started their family, and began attending church. When their church merged with Foothills, Steven and Vanessa were overwhelmed with the openness and love Foothills extended to them. 

    Since joining Foothills in 2015, Steven and Vanessa have been serving wherever needed. Steven was voted to the Local Board of Administration and has learned more about serving faithfully than he thought was possible!

    In June 2018, Steven and Vanessa took over as the Children's Ministry Director, which encompasses birth through sixth grade.

    Peggy grew up in an Air Force family that moved to Tucson in 1963 and she has been here ever since! Professionally Peggy worked in banking for 26 years, then 25 years as a Human Resources Professional and is now retired. She has been married to Bill for 48 years and they have 2 adult children; 3 grandchildren and 1 great grandchild.

    Peggy and Bill have been at FCC more than 20 years. Her current activities include member of the LBA, volunteering in the church office, co-hosting a Life Group, serving babies in the nursery, usher and greeter and member of the Hospitality Committee.

    Favorite Bible Character

    My favorite Bible character is Ruth. She was a woman of great faith and integrity and exhibited great kindness and loyalty. I value these characteristics highly.

    Favorite thing to do in Tucson

    Peggy and Bill are avid UA fans and attend many of the sporting events. Peggy also enjoys finding and trying new local restaurants with her husband. 


    Brittany Cacopardo

    Brittany is a true born and bred Arizonian and Air Force Veteran. She was stationed overseas and while serving, never found a church to call home. Upon returning to the States, Brittany wanted to connect with a local church. She began attending Foothills with a friend, driving 45 minutes just to be a part of the church! After attending a few months, she began serving in the media department. Brittany got involved with the media and social media and has been serving ever since! Brittany, along with her husband Chris call Foothills home and they love the community Foothills has!

    Favorite Bible Character

    Brittany's favorite character is a toss up between Ruth and Job. They both endured so much but still gave God glory and had faith He had everything under control.

    Favorite thing to do in Tucson

    Her favorite thing to do in Tucson is go out to eat! Tucson has so many hidden gems and amazing food!

    Other things about her; She is a die hard Disney fan and loves her pets!

  • Director of Men's Ministry

    Jonathan Bailey

    Jon was raised in Tucson, the son of a "preacher man". He has 2 older sisters. He calls himself a wayward son, who was also a single dad for many years. John re-committed his life to Christ at 38 years of age. Foothills Community Church has been his home ever since!

    He has been happily married for 21 years to his best friend Liz, who was his "Little Brother's mother" - ask him how that happened! 

    Favorite Bible Character

    Jon's favorite Bible characters are Old Testament heroes - Daniel, Samson, David & Solomon. They were devoted, broken, and flawed, but they were still used by God to fulfill His plan.

    Favorite thing to do in Tucson

    Some of his favorite things to do in Tucson are: John enjoys the sunsets, taking walks in the early morning and taking friends & family to local attractions, like the Desert Museum, Kitt Peak & Sabino Canyon.

  • Director of Women's Ministry

    Liz is so grateful to be part of such a sincere and friendly church family! She came to Foothills over 20 years ago when she was dating her husband, Jon, and realized God had brought them together for life. Jon was already at Foothills and Liz joined him to begin the spiritual journey toward marriage together. Now, many years later, they love serving together and individually in various ways.

    Currently Liz is a helper with the Hospitality Committee and leads a Life Group in her home as well as coordinating the ministry to women. Liz believes that fellowship between women is one of the most powerful, encouraging and healing aspects of ministry to the unique needs of women. She likes to say, “We never outgrow our need for girl friends!” 

    The goal of the FCC Women’s Ministry is to offer opportunities for women of all ages and life circumstances to be together to enjoy learning from one another and building each other up in Christ. Liz’s own life has given her experience with fatherlessness, rebellion, marriage failure, single parenting, health issues, loss of a child and, ultimately, God’s massive grace that brought her through discipline and healing to joy!     Liz’s combined family of 4 grown kids and 8 grandchildren is one of the greatest sources of that joy!

    Favorite Bible Character

    Liz’s biblical heroes are Daniel, David and the amazing Proverbs 31 woman, but she confesses, “I identify more with Martha. (Bless her heart!) I love that Jesus showed her that she was serving at the expense of her relationship with him, yet when her relationship with him was strong she continued to serve, only with a new motivation.” Since many women are “do-ers” and “helpers” it is essential for our ministry to encourage women to draw strength, purpose and motivation from the deep, abiding love of God and others!
